* Whip Creamer *
The first two CIPSA made Whip Creamers surfaced in May of 2005, one in blue and another in aqua.
I bought one and the other went to a collector in Michigan. Another blue one was found in November 2006.
A red one has also been found.

The wheels condition and the paint condition are inconsistent with play wear.
The wheels are in great shape but the paint is terrible.
It is likely that the zamac was not properly cleaned before painting.

The paint color is not markedly different from a US production blue.
There are no noticeable casting differences or plastic part differences.
The interior color looks the same as other black interior in my collection.
One peculiarity is that the wheel support plastic strip inside the base is black,
whereas this piece is typically uncolored.

There are no noticeable casting differences on the base.
However, the spins are different than any of my other Whip Creamers and show some of the
sloppiness found on almost all CIPSA cars.

The black detail paint on the front is definitely different in texture and gloss.
It looks as though it may be hand painted.
The black detail paint on the rear is also different in texture and gloss.
It also looks as thought it may be hand painted.
Also note the wheel condition as compared to the paint condition.

This shows the sloppiness of the rivet spin job.
Conclusion
I believe that this car was painted, assembled and sold by CIPSA, using Mattel supplied parts.
However, one could easily argue otherwise. Time will tell as more Whip Creamers are dug up.
